Aisles and passageways must be kept clear and in good repair, with no obstruction across or in an aisle that could create a hazard, and permanent aisles and passageways must be appropriately marked. Applied to cylinders, this governs where a cylinder rack or a staging spot may sit, while the duty to restrain the cylinder itself comes from paragraph 1910.101(b) and the Compressed Gas Association pamphlet it incorporates.
29 CFR 1910.132(d)Personal protective equipment: hazard assessment and equipment selectionThe employer must assess the workplace for hazards requiring personal protective equipment, select PPE appropriate to those hazards, communicate the selection to affected employees, and certify the assessment in writing. At this facility that assessment identifies eye protection, hand protection, and safety-toe footwear as the minimum for cylinder handling, selected under the eye and face, hand, and foot protection standards.
